Welcome to the MELAD Land Geospatial Division Portal

The Land Management Division (LMD) of the Ministry of Environment, Lands and Agricultural Development (MELAD) manages and regulates land resources, state lands, and urban planning throughout Kiribati. Their core responsibilities include:

- State Land Administration: Managing the leasing, allocation, and registration of government-owned and native lands, especially on outer islands like Kiritimati.
- Land & Boundary Mapping: Creating cadastral maps, boundary registers, and providing maps for development projects, including Foreshore Management Committee (FMC) forms and building permits.
- Planning & Enforcement: Overseeing urban and rural land use plans, enforcing development guidelines, and advising on environmental resettlement and compensation.
- Valuation & Rent: Administering land rentals, conducting statutory rent reviews (mandated to occur at 3-year intervals), and assisting loan agencies with valuations.
- Records Management: Maintaining the computerized Kiribati Land Information System (KLIS) and managing trust accounts for the distribution of lease payments to landowners.
